“Renewal of the Labor Law, basic principles in private sector employment and rights enforcement” discussion meeting

The Mongolian National Human Rights Commission held a joint meeting on 19 June 2018 in relation to current discussion at the Parliament Session on proposed draft of renewal of the Labor Law and other relevant regulations.

The participants of the discussion meeting "Renewal of the Labor Law, basic principles in private sector employment and rights enforcement” were J. Byambadorj, Chief Commissioner, Mongolian National Human Rights Commission, Commissioner, P. Oyunchimeg, Commissioner N. Ganbayar, Working Group on Labor Law, Ministry of Social Welfare and Labor, Professional Inspection Agency, Mongolian Employers’ Federation, Mongolian Labor Union, Mongolian Bar Association, Open Society Forum, National Network against Worst Forms of Child Labor, Tegsh Niigem Association, Association to Support Mongolian Women’s Labor, Mongolian Women’s Fund, and "Oyu Tolgoi monitoring” NGO.

All representatives from different organizations prepared and shared their views on proposed renewal of the Labor Law, which allowed an effective discussion. This meeting is not held for the first time. In the past, the National Human Rights Commission organized number of dialogues with relevant parties on immediate renewal of the Labor Law. As a member of the International Labor Organization, Mongolia has an obligation to enforce and protect the rights to work of citizens, combat against the violations of these rights, prevent such violations and implement recommendation in these areas as well.

The issues were raised in relation to basic principles and rights of the Labor Law during the discussion. Despite some evident improvements in enforcement of workers’ rights and reflecting new forms of working relationship and increased support on employment for specific social groups, number of critical issues was addressed.

The follow-up action from the meeting entails consolidation of the key proposals in improving substance of the draft law on renewal of the Labor Law and other recommendations in relation to enforcing basic principles and rights to employment. The consolidated document will be submitted to the State Great Khural.
