National Human Rights Commission of Mongolia monthly gives information publicly about the activities it carried out. By the press conference of this month organised on 5 September, Chief Commissioner Byambadorj Jamsran and Acting Executive Director Dashdeleg Alyeksandr gave summary information on the Commission’s activities undertaken for the past 3 months.

The National Human Rights Commission of Mongolia received 90 complaints during the period from 1 June to 20 August 2013 and has been undertaking complaint handling process within the period provided by the Law on National Human Rights Commission of Mongolia. Since the beginning of 2013 the Commission has received and resolved 446 complaints, which means the statistics number increased in comparison with that of last years. The Commission started using online approach to receiving complaints on human rights violations via webpage www.mn-nhrc.org and has resolved 18 complaints.

In the 3^rd quarter of 2013 Chief Commissioner and other Commissioners have delivered 7 recommendations to relevant organizations and authorities on the issues in which human rights have been violated or could be violated. Within its mandate to monitor human rights, the Commission conducted inquiries on the following issues:

• forced labour issues in the Construction Unit 439 of the Armed Force in Bayankhongor Aimag on 13 and 14 June 2013;
• compliance of the civilian structures newly built or under the construction operation with the special requirements specified in the UN Convention on the rights of the people with disabilities; and;
• forced labour issues in the Detention Centers 417, 421, and 461 of the General Authority for Implementing Court Decisions.

With reference to the official letter of the National Human Rights Commission of Mongolia that was delivered to Temujin Khishigdemberel, Minister of Justice, on 25 June 2013, relevant authorities have made decision to withdraw the interrogation chairs that were distributed to 21 aimags of Mongolia.

In accordance with the civil lawsuit filed by the National Human Rights Commission of Mongolia, the Court of Bayangol District undertook a hearing session on 21 June 2013 and decided that Mr. B be compensated MNT 22,070,000 from the Government Reserve Fund as specified in Clause 5.4.7 of Article 5 of the Law on the Special Fund of the Government. 

In connection with horse racing events such as “Mongol horse-3000” horse racing event for registration in World Guinness Record involving 3,000 horses and 10,000 horsemen’s parade that were organised on 9 and 10 August 2013, “Steeds glorified in history” naadam, organised by “Arvagar heer” horse sport and traininers association of Uvurkhangai Aimag involving 1,500 horses, the Commission delivered its official letters 1/13 and 1/14 to the organizers of the events, relevant government agencies, and officials and conducted monitoring over the events.

National Human Rights Commission of Mongolia has organised human rights campaign in 13 aimags in 2013

National Human Rights Commission of Mongolia, in order to promote human rights and freedoms, advertise its activities, assess the implementation of legislation, and raise human rights awareness of public, government organizations, and authorities, regularly organizes human rights campaign, a comprehensive event that covers training, promotional activity, and inquiry. Working groups of the Commission conducted human rights campaign in Bayan-Ovoo soum,  Bayankhongor Aimag on 3-5 June and  Yesunbulag, Altai, Biger, and Chandmani Soums of Govi-Altai Aimag on 6-13 June 2013. 

National Human Rights Commission of Mongolia conducted 96 hours of human rights training sessions for 400 participants in the 3^rd quarter of 2013

Human rights trainers of the Commission conducted training sessions on the topics such as “Basic concepts of human rights,” “Ethic norms of medical professionals,” “Human rights based approach,” “Domestic violence and relation,” and “Human rights in criminal proceedings” for employees of National Cancer Center, students of universities and colleges, staff members of NGOs, civil servants working for Citizens’ Representatives Counci and Governor’s Office of Bayankhongor and Govi-Altai Aimags and other government organizations that provide service for citizens, managers of general education schools, governors and social workers of soums and bags, and uniformed servicemen of the Border Protection Unit 0214.
