Chief Commissioner Byambadorj Jamsran, representing the
NHRCM and as Chairperson of Asia Pacific Forum of national human rights
institutions, participated in the 6th World Congress against Death
Penalty, which was held from 21 to 23 June 2016 in Oslo, Norway. The Congress,
which is held every third year involving delegates of countries that abolished
or are to abolish death penalty,
international organisations, NGOs and academics, were organized by
France, Australia, and Norway and attended by 30 ministers of various
countries, over 300 diplomats, and Secretaries of States.
Zeid Ra’ad Al Hussein, UN High Commissioner for Human Rights, addressed speech at the opening ceremony, and Frances, Pope of Rome, delivered his greetings through video message.
At beginning of the initial plenary session, video message of Elbegdorj Tsakhia, President of Mongolia, was delivered to the participants. The participants congratulated to the statement made by the President of Mongolia, which announced Mongolia de jure abolished death penalty by removing it from its Criminal Code.
During the Congress Asia Pacific NHRIs made joint voice with regard to the UN General Assembly Resolution about death penalty and contributed it to the final document released from the Congress.
