Commissioner Oyunchimeg Purev made a briefing to the General Executive Agency of Court Decisions within the framework of Memorandum of Understanding signed between bilateral organizationsOyunchimeg Purev, Commissioner of the National Human Rights Commission of Mongolia (NHRCM), has made a briefing to the staff of General Executive Agency of Court Decisions (GEACD) on 30 January 2018. The NHRCM has extended its third Memorandum of Understanding with the GEACD. Within the framework of the MoU, the NHRCM aims to fulfill the following activities:

-To raise the human rights awareness of personnel of GEACD;

-To support the GEACD in using and shaping the human rights-based approach and human rights training methodologies in its activities;

-To respect human rights and prevent human rights violations caused by the procedures of execution of court decisions, particularly in procedures related to arrest, detain and imprisonment by the GEACD;

-To improve the accountability of personnel of the GEACD.

Based on the need and requirements of the GEACD personnel, the NHRCM develops a human rights training topic and content, and then conducts the training for them. In 2017, the NHRCM has conducted 104 hours of training for 819 personnel for 39 times. In addition, the NHRCM has organized a human rights training-of-trainers for 38 personnel. With regards to the inquiries, the NHRCM has conducted inquiries into eight prisons and six inquiries were made in accordance with the Commission’s plan and two inquiries were made due to the complaints in 2017. During her briefing, Commissioner Oyunchimeg has pointed out the human rights concerning issues that were raised during these inquiries and advised the GEACD to redress the human rights violations and to prevent from further human rights violations.

Besides that, the NHRCM has provided 81 comments to the draft law on Execution of Court Decisions four times during 2015 to 2017. For the further cooperation, the NHRCM is planning to organize a human rights training for the GEACD in jointly with prepared trainers on a regular basis, while strengthening their capacities. Furthermore, the NHRCM will provide a technical expertise in preparing human rights trainers in regional offices of the GEACD. Lastly, not but least, the NHRCM is planning to organize a scientific-practical conference on "Human Rights Education in Law Enforcement Organizations” in 2018.
